En 1991, à Hochelaga-Maisonneuve à Montréal, Delphis, 11 ans, mène une vie de petit voyou. Élevé dans un foyer pauvre et rock’n’roll, il s’enfuit de l’école, chaparde et dort à la belle étoile. Il a choisi son emblème, l’éclair, et son nom de guerre : l’Ouragan ! Sur le point de se faire agripper par la police, il est rescapé par une bande de punks vivant dans une commune. Dix ans après son court métrage culte, Ara Ball donne une nouvelle vie à Delphis et à toute sa faune de marginaux et de rebelles. L’Ouragan n’a rien perdu de son insolence : galvanisé par une musique endiablée, il souffle de nouveau comme un grand cri féroce et libertaire.
